  Checks if two blocks should be merged into one. If this method returns true, the second block will be appended to the first. Also, the next call will use the same first element (now included the second) and the second element will be the one that was after the previous second. For example, if blocks a and b are passed in for call 1 and true is returned, b will be appended onto a. The next call would then be a and c.

  Parameters:

  first - The first block

  second - The second block

  Returns:

  True to merge the two blocks, false to keep them separate.
